In all the zones I've tried (Feralas near Feathermoon Stronghold, Steamwheedle Port in Tanaris, The Hinterlands) my general impression is that the drop rate goes up somewhat after about 10:00 p.m. ST (server time), and perhaps even greater around 12:00 a.m. ST.
